Registered Training Organisations manage multiple tasks post-registration, such as yearly declarations, AVETMISS data submission, and marketing compliance. Among these tasks, validation of assessments frequently stands out. While validation has been covered in many posts, let's return to the basics. ASQA (Australian Skills Quality Authority) defines validation of assessments as granular review of the assessment process.

Fundamentally, validation of assessments is designed to identify which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The rules mandate two forms of validation. The initial type of assessment review guarantees adherence to the training package assessment requirements within your RTO's scope. The subsequent validation guarantees that assessments are conducted according to the principles of assessment and rules of evidence. This indicates that we perform validation in both pre- and post-assessment stages. This article will discuss the first type—validation of assessment tools.

- Assessment Tool Validation: Also known as pre-assessment validation or verification, is related to the primary part of the regulation, focusing on compliance with all unit requirements.
- Post-Assessment Validation: Is concerned with the execution, confirming that RTO assessments follow the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

Timing for Assessment Tool Validation

The goal of assessment tool validation is to verify that all elements, performance standards, and evidence of performance and knowledge are included by your evaluation tools. Therefore, whenever you purchase new educational resources, you must carry out assessment tool validation before allowing students to use them. There's no need to wait for your next scheduled validation. Check new tools immediately to verify they are suitable for student use.

Nevertheless, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:

- Update your resources
- Include new training products on scope
- Evaluate your course with training product updates
- Flag your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

What Training Products Require Validation

Note that this validation ensures compliance of all learning resources before being used. All RTOs must validate training products for each unit.

Necessary Resources for Assessment Tool Validation

To start assessment tool validation, you will need the complete set of your training materials:

- Mapping Resource: The first document to review. It identifies which assessment tasks meet unit requirements, assisting in faster validation.
- Learner Workbook: Ensure it is suitable as an assessment resource during validation. Check if guidelines are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide: Also check if directions for trainers are sufficient and if clear standards for each evaluation item are provided. Clear criteria are crucial for reliable assessment results.
- Additional Resources: These may include evaluation checklists, registers, and templates developed separately from the workbook and assessor guide. Validate these to ensure they match the evaluation task and address course unit requirements.

Assessment Validation Panel

Regulation 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and evaluators to participate, sometimes including sector experts.

Collectively, your assessment validation panel must have:

- Workplace Competencies and Current Industry Skills relevant to the unit under validation.
- Current Expertise in Vocational Training.
- Either of the following certifications for training and assessment:
- Certificate IV in Training and Assessment TAE40116 or its successor.

Assessment Principles

- Impartiality: Is equal opportunity and access provided to everyone in the assessment process?
- Versatility: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Relevance: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Consistency: Will different assessors make the same decision on skill competence?

Evidence Rules

- Relevance: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Sufficiency: Does the evidence adequately demonstrate the required skills and knowledge?
- Authenticity: Is the evidence genuine and truly representative of the candidate's abilities?
- Relevance: Are the assessment tools based on current units of competency and up-to-date industry practices?

Key Considerations for Assessment Validation

Pay attention to the tasks in the unit specifications and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

- Perform diaper changes
- Prepare and feed bottles, clean feeding equipment
- Prepare solid food and feed babies
- Respond appropriately to baby signs and cues
- Prepare and settle babies for sleep
- Supervise and support age-appropriate physical activities and motor development

Typical Mistakes

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit specification is meant to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Watch Out for the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

Full Competence or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the this site tasks, it’s out of compliance. Each assessment item must address all requirements, or the student is incompetent, and the evaluation tool is out of compliance.

Can You Be More Specific?

Each assessment item must have clear and specific standard answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or trainers.

Steer Clear of Double-Barrelled Questions

Avoiding double-barrelled questions makes it easier for students to respond and for trainers to accurately assess student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these guarantees, you must wait until an audit to address noncompliance. This impacts your compliance record, so it's better to take a safe and compliant approach.

By following these recommendations and understanding the principles of assessment and Rules of Evidence, you can ensure that your assessment tools are valid with the standards established by ASQA and the SRTOs 2015.
